原标题:哈佛大学观察陈诉:中国人民对政府的满足度高达93%,这体现出了中国共产党的韧性

7月12日,被美国媒体评为“史上最差国务卿”的蓬佩奥发推文称,“中国共产党有严重的信誉问题。”

对此,中外洋交部发言人华春莹作出回手。她表示,“蓬佩奥是出了名的以‘说谎、欺骗为荣’。如许一个已经完全丧失自身信誉的人,还品评其他国度的信誉,非常可笑。”

华春莹在驳倒蓬佩奥的同时,还提到了哈佛大学的一项观察陈诉。根据该陈诉,中国民众2016年对中央政府的满足度高达93.1%。

这份陈诉题为《理解中国共产党韧性:中国民意长期观察》,由哈佛大学肯尼迪政府学院阿什民主治理与创新中心(Ash Center for Democratic Governance and Innovation)于2020年7月公布。

A recent Harvard study has unveiled Chinese people‘s rising levels of satisfaction with the government’s performance since the turn of the century, on the back of improvements of their material well-being。

“We find that first, since the start of the survey in 2003, Chinese citizen satisfaction with government has increased virtually across the board,” read the study published in July。From the impact of broad national policies to local town officials‘ conduct, Chinese citizens rate the government as more capable and effective than ever before, it underlined。

While asked to comment on U.S。 Secretary of State Mike Pompeo‘s groundless accusation, Chinese Foreign Ministry spokesperson Hua Chunying Monday also used the survey to hit back。

肯尼迪学院的三名专家于2003至2016年间在中国举行了8次观察,同3万余名中国城乡民众举行了面临面的谈话,然后撰写了这份陈诉。

陈诉得出的结论是,2003年以来,中国民众对政府的满足度险些全面提升。其中,内陆及贫困地域的民众的满足度提升较大。

该观察陈诉的数据显示,整体看来,政府等级越高,民众满足度越高。2016年,中国民众对中央政府的满足度高达93.1%。另外,2003至2016年间,民众对中央、省(直辖市)、市县、州里四级政府的满足度均有提升,其中,州里政府的满足度提升最为显著,从最初的43.6%上升至了70.2%。

不仅云云,人们对怙恃官员的印象也产生了积极的变化。

从以上截图可以看出,越来越多的人认为怙恃官员“博学(knowledgeable)”、“能解决现实问题(practical problem-solvers)”;越来越少的人认为他们“只说话不做事(rhetoric talk only)”、“偏向于富人的利益(beholden to the interests of the wealthy)”。

The survey asked respondents to evaluate government performance on a scale of 1 to 4, with 1 being “very dissatisfied”; 2, “fairly dissatisfied“; 3, “fairly satisfied“;4,“very satisfied。”

From 2003 to 2016, Chinese citizen satisfaction with all four levels of governments and local officials increased。 In 2016, the central government received an approval rate as high as 93.1 percent。 And the percentage of people who were satisfied with township governments saw the highest increase, from 43.6 percent in 2003 to 70.2 percent in 2016。

Besides, Chinese citizens also developed a more positive view of local officials as more people recognize them as “knowledgeable” and “practical problem-solvers” instead of “rhetoric talk only。”

该陈诉还观察了中国民众如何评价政府在大众服务、反腐倡廉及情况掩护这三个重点领域的体现。

大众服务方面,大多数受访者认为政府正在积极改善他们的物质福利。研究者认为中国政府为弱势群体作出的积极有用且值得肯定,并在陈诉中指出,从2006到2011年,受访者中的中国农村住民到场基本医疗保险的比例从32%上升到82.8%。

反腐倡廉方面,2016年,大多数受访者认为政府打击糜烂的措施正在取得成效,事情正朝着积极的偏向发展,当年共计71.5%的受访者认可政府打击糜烂的积极。

情况方面,2016年,中国民众最担心的情况问题是空气污染,34%的受访者将其列为最严重的情况问题。但是,人们对情况问题的治理依然保持乐观,43%的人预计当地的空气质量会变得更好。

正如外交部发言人华春莹在记者会上提到的,“陈诉的结论是,中国共产党的执政基础稳固,韧性源于民众的遍及支持。根据这份观察陈诉,中国民众对中国政府满足率比已往几十年任何时候都高,普遍认为中国政府的执政能力和效率凌驾以往任何时候。”

“我们劝告美方那些出于强烈意识形态偏见和暗斗思维、不择手段、没有底线地恶毒攻击中国共产党的政客们,停止挑拨中国共产党同中国人民的血肉接洽,他们这么做只是痴心贪图、白天做梦,不可能得逞,也没有任何意义。”

The report also explores three key issues to understand the nature of Chinese people’s satisfaction, namely, public service provision, corruption fighting and the environmental protection。 The majority of Chinese people believe the Chinese government is making great efforts to improve their material well-being, and are satisfied with the government’s handling of corruption and environmental pollution。

In conclusion, the report said that by 2016, the Chinese government was more popular than at any point during the previous two decades。
